<P>Of course it's fair.  If it's within the rules of the auction to do so, then
   it's fair.  This is not to say that it's nice.</P>

<P>If you have a sophisticated auctionbot, you might be able to design in
   higher minimum bid increments for items marked Going Twice and for other
   stages.</P>
