I think it depends on how the news server lists the messages when OE
requests them - if it lists them in date order then you get the 300 oldest
messages. If that's the case then all you can do is download all of the
message headers for each group you subscribe to, and then whenever you check
after that you'll only get the headers that are newer than the ones you've
already got (OE keeps track of the last message number for each group and
asks the server for headers for messages that have a higher message number).
BTW: this is mostly guesswork, but given enough motivation I could put a
packet sniffer on my connection and see exactly what OE sends to the Lugnet
server when it asks for new headers. However, this won't make any difference
in your case as OE still gets the messages in the order that the server
sends them out, and I'm not sure if changing the server output order would
break anything else.
