Why not suggest they make two hoods per two cloaks?

Because less than half of the minifigs w/ cloaks have *hoods*.
(Most of 'em have hairpieces/wigs.)

The purpose I envision for this set is mostly for Castle.
I've already got a hundred ot so "townsfolk" who have
either a black or a brown cloak.  I'd like to have a
little color in the population...  ;-)

Minifigs w/ hair can wear cloaks (like most in the
Harry Potter theme, and many in the Star Wars theme).
Minifig warriors w/ castle helmets can wear cloaks.
Minifig mages w/ wizard (aka witch) hats can wear cloaks.
And so on...

Since you bring up the point of wear-and-tear, think
of this.  Using your ratio, there will come a time
when *many* of the minifigs wearing hoods will *not*
have a cloak.  (Using my ratio, I'll always have a
surplus of extra cloaks...)

Thanks for the feedback, though.  :-)
Franklin
