I doubt anything LEGO makes, now or at any time in the past, could be
classified a loss leader. There is not $19.99 worth of raw materials and
packaging in that tub.

I think an argument could be made that it might also be a staple for some
KFOL's (Kid Fans of LEGO). Somehow they always get lost in discussions like
this.

I also agree with this idea. Surely 'brick' based sets/tubs like these will
make a come back someday. They can't possibly let these pure LEGO sets slip
out of their catalog entirely.
