Should this be two different parts? Arm Piece with Pin and 3 Fingers (6217)

I was looking through peeron on the weekend to figure out which sets have this
part:
Arm Piece with Pin and 3 Fingers' (6217)
This was when I discovered that I have two different versions of this part.
One with a friction pin and one with a loose pin.
All the black ones I have are friction pins. The few blue ones I have are
loose pins. Unfortunately I am unsure which sets the blue loose pin ones are
from. I got them in a garage sale lot. I beleave they are from Arctic sets
based on the assortment of other parts in the lot.
Does this mean that these should be listed as two different parts, or have I
just missed the listing for other version?
