At the very least it means that there is a new run of 10027 which is good.

| (...) Hi Tim, maybe it is good. But I hated to find out I had spent 75 Eur (=90$US) on a nearly useless set. LEGO should have changed the ©2003 to ©2006 or maybe they could have added a 2cent sticker on the box like "Contains new cool colors!". A (...) (19 years ago, 21-Mar-06, to lugnet.color)
