Because everywhere but the USA gets a firing cannon, and it's impractical to
have two different versions of the cover picture.

A simular thing is on
RockRaider sets: the bottom of a normal hollow rock on the real sets has a
squsre on the bottom, but the one in the picture has four holes! Can anyone
explain this?

Probably, the picture on the front of the box shows a prototype of the element,
and the final production version of the element varied slightly.

Those are my guesses, anyway.
