This is exactly right. But there is one related thing to keep in mind-
changing the aspect ratio in the INI file does NOT change the aspect ratio
of the image accordingly. In other words, the file itself is set up for a
1.33 aspect ratio (landscape as opposed to portrait or square, etc.) If you
want to change that, you have to edit the file itself. The camera object
controls the aspect ratio, using the "up" and "right" statements. The way
that L3P writes out the camera, it uses "right" with an arg of -4/3*x (at
least that's what I remember off hand). If you want a portrait-type
rendering (such as 240x320) then you need to change that to -3/4*x (or
whatever the reciprocal is of the default).
