That file should be in the ldraw\p directory. It appears that the only
update release with this primitive file is lp97-14.exe. This update is
available from the LDraw homepage, at
<http://silo.riv.csu.edu.au/~jjessiman/ldraw/index.html>. Download
times from Australia can be slow, you can try the mirror site Mike
Stanley maintains, <http://web.utk.edu/~mike/lcad/parts.htm>.
Be extremely careful with this update file! Installing it will
overwrite newer files in your LDraw parts library. Either install
lp97-14 to a different location on your hard drive, and copy the missing
file to your ldraw\p directory, or reinstall complete.exe *after*
installing lp97-14.
