This part has been named "Axle for Spiral Staircase" on the Parts Tracker, but
needs some wider discussion on the name and orientation.

To my mind it is a Technic Pin Joiner, not disimilar to
<<http://www.ldraw.org/library/official/images/parts/75535.png>>
just a different length (or height depending on how you look at it).
75535.dat really does have "length" since it is 40LDu (i.e. 2 studs) long
40244.dat is not an integral nunber of studs "long", but is an integral number
of plates "high" - 16 to be precise.
So, I suggest further qualifying the name of 75535 to
"Technic Pin Joiner Round 2L" - it is already on the PT for BFC work so would
be easy to change, and naming 40244
"Technic Pin Joiner Round and Notched 5 1/3H"
If we name it this way the name matches the orientation, but then this is not
consistent with 75535. Is this an issue?
Or does anyone have any better suggestions?
