Well, the ldraw directory itself can be specified in ldraw.ini. And while I
agree that filling up the Windows directory is generally a bad thing, you can't
have the file be in the LDraw directory if it is the file that specifies where
to find the LDraw directory.
The real problem is that Windows wasn't designed as a multiple user OS. And if
you want to support Windows 95/98/ME, you at least need to have fallback
mechanisms in place to deal with this fact.
Even having said the above, I still like the idea of have an ldraw.ini file in
the LDraw directory. Obviously it wouldn't contain the setting telling you
where to find the LDraw directory, but any other settings could be there.
