IMO, this construction isn't completely disallowed, but it is sloppier than
actually cutting the cylinders to fit together properly.

The problem is mostly (but not entirely) when people use your part with a
transparent color.  In most all renderers, the 'extra bits' will be visible,
either as extra edgelines, or a darker section of the part.

If the cylinders are the same diameter, and meet squarely (ie, their axes
intersect at a right angle), you can use the sloped cylinder primitive,
1-4cyls.dat, to model the intersection.
