I had similar problems a while ago, after several retries sometimes I got a
response. Since the last 2 months there is no problem anymore. I can reach
ldraw.org at any time.
That sounds like a routing problem. Is the address of ldraw.org stable or does
it change from time to time?
Another thing: You said you mailed this article. Is there a way to send a
posting as e-mail to lugnet? Currently I'm using the web-interface.
From home I use the out-look. From work this is not possible so I have to use
the web-interface.
