The part is ok in Ldraw but as you will see when you convert it to pov with
L3P the base is not scaled correctly. I guess it has something to do with the
L3P conversion.

L3P seems to have a problem with the 1-4con3.dat primitive.  The missing outer conic area uses the primitive, while the inner
conic area was inlined and so shows up properly.

Correct. The problem was discovered a long time ago,
and I blame myself that I haven't released an official fix yet.
Unfortunately in v1.1 the 1-4 cones are clipped by a too small box,
{<0,-1,0>,<2,2,2>} rather than {<0,-1,0>,<6,2,6>}.
This is fixed in the beta version:
