Copyright laws are pretty the much the same for the reasons you list, with
a few exceptions. However, lego cad programs don't infringe on *any*
copyrights, only Trademarks and (possibly, but not likely) intelectual
property rights.

It should not be an issue. Just spreading the source around to various
sites (not even necessarily in different countries) should suffice.
