Should this file be updated to the newer style? I have reservations since it is
certified and a dependent file is certified.

Since the (component) part file in question won't be released without
the two related part files, neither of which is certified, I'd say go
ahead and update t04q3333.dat.

Should all the official parts be updated as well?
