That is not the real problem, there are two types of tires for that part.
A Slick one 50945, named Tyre 11 x 6 mm (which is the inner dimension, or the
dimension of the matching wheel center). The other tyre, 51011, is named Tyre
17.5 x 6 mm with shallow staggered treads. So this is measured outer
dimensions.
Why not agree on one rule, eg giving inner diameter, which then would also imply
better finding the appropriate wheel center (or vice versa).
Lego tires with imprinted dimensions are based on Wheel hub sizes in mm also,
another reason to stick to this rule for parts not having dimensions on the
part.

Most I would like to consolidate BrickLink and LDRAW naming (and numbering) for
parts, but I think this is unreasonable...

I am also often confused by the naming. For that I have started to have
my own translation table for which wheel fits to which tyre. The problem
at this point is, that there are many official parts out and I think it
might cause problems to some people to find what they are looking for.
But on the other hand this problem is only temporarly until all know the
new naming. I would vote for a naming convention like TLC, but I think
that the imprinted dimensions on the tyres are the diameter of the tyre
and the width of the tyre measured in mm. So at this point there is
nothing said about the wheel that has to be used. We need an additional
dimension of the inner diameter of the tyre / outer diameter of wheel.
But at which point should this be measured? The next problem also can
occur with the release of new parts that fits to existing parts but not
to all combination than in the past. So you have to include in your
system also parts that you do not know today. I think it is impossible.
So at present I do not have a solution that fits really to your problem
except a list where all possible wheel/tyre combinations are listed.
