Yep. The only thing that matters is where the file being referenced is located.
LDraw looks for files in 4 places: in parts\, p\, models\, and relative to the
current directory. In order to find any file in parts\s\, you have to include
the extra directory information, the s\. The same thing goes for hi-res
primitives in p\48\ -- you have to include the 48\, no matter where the
referencing file is located.
