To expand on TWG's answer, LDraw.org doesn't coordinate with Peeron on unofficial
part numbers. Once a file is officially released in LDraw, Peeron updates their
database to use LDraw's number.
There's a plan to have a coordinated numbering system (complete with a 'new part
number' server). That would allow LDraw.org and Peeron to use common numbers. But
that system hasn't happened yet.
