Question #1:
Is it a "shortcut" file, suitable for inclusion into the parts library?
Or, should it instead be considered a model file, for inclusion into
a "set"/models library?

It depends, see Question #2

Question #2:
What is the dividing line between "shortcut" file and "model"?  Where
do we draw the line?  Any rules of thumb?  Any absolutes?

A file is a shortcut if it consists of on or more indiviual parts that make up a
complete part assembly.  In other words, if the indiviual parts are normally
found connected in a new LEGO box.  There are a few exceptions to this (i.e.
parts and the stickers assciated with them,  convenient combinations like a
Minifig hat and feather, and some older library files)

Question #3:
(Presuming the general concensus is that said file is a model, and thus
should be included into a sets/models library):  What *is* the status of
creating such a library?  I recall (some time ago, three or four years
ago, I want to say) someone mentioning that *eventually* there would be
an effort to encode official LEGO sets as DAT files in their entirety.

The Official Model Repository is on the todo list at LDraw.org.  We have a
framework of code for that database, we just have to work it into the existing
CMS.

Question #4:
(Presuming "The Powers That Be" [TPTB] in the LDraw Organization do still
intend to pursue this endeavour):  Where do we stand on this project?
Is it in the "Still in planning" stage?  "Planning done, but waiting
for a propitious time"?  (Or, Heaven forbid, "Deader than roadkill"?)

See Question #3

Question #5:
(Presuming the answer to Q4 above is favorable):  What can I do to help
move this project forward?

Once we get the database up and running, you can model as many sets as you see
fit.

(...) It's a model. Or at least, part of a model. It's not appropriate for the parts library, because it's a construction of common parts.
