This sounds like you're running LDLite but it's not finding the part files.
Several things you might want to check:
- Make sure that the path which LDraw is installed into doesn't contain any
spaces.
- Make sure that your LDRAW environment variable is set properly. In
Win95/98, this is done in the AUTOEXEC.BAT file. e.g.:
SET LDRAW=C:\LDRAW
...I've had mixed success installing LDraw and its support tools into a "deep"
directory. Just for paranoia, I typically install it directly off the root;
e.g. into the directory C:\LDRAW . Then I set my LDRAW variable to C:\LDRAW .

This sounds like you don't have the mimetype set up properly. You can do this
by hand (I'm going from memory here):
1: Open up an Explorer window and select the menu item VIEW -> OPTIONS
2: In the dialog box which comes up ("Options" in the title bar), select the
tab labelled "File Types"
3: In the list labelled "Registered File Types", look for the text "ldlite
document" and hit the "Edit" button
3.1: If there isn't any "ldlite document", escape out of there and launch
LDLite again. It *should* create this document type for you. Rinse and
repeat...
4: In the text field labelled "Content Type (MIME)", type in
"application/x-ldraw" (you should leave off the quotes, though :-)
5: Hit the "OK" button, hit the other "OK" button. You're ready to rock.
