I started work on this in the middle of March when our meta command
discussiob was raging. I'm not even half finished but I like to put this out
for review while I work.

I'll update this file whenever I modify the document.
Todo:
Add part file naming requirements
Add BFC spec
I think the other META commands not documented on LDraw.org should be listed
in the base doc but defined in an external file. This allows developer to
extend the bahavior of their already offical commands
