The easiest way to create a minifig is to use the Minifig Wizard from
LeoCAD, it allows you to set the color of each part, select
tools/accessories/shoes/helmets/etc and you can also rotate each
arms/hands/accessories independently. You also have a real-time preview of
the minifig to make sure you're getting what you want.

If you have LDraw installed then you can look at the parts.lst file, just
open it with any text editor.
