Text Encoding
LDraw files must be created in the UTF-8 encoding of the Unicode character
set. The byte order mark (BOM) must not appear in LDraw files. LDraw
software may choose to reject files containing the BOM.

It would be a good thing that Parts Tracker generated html pages use utf-8 as
encoding charset instead of iso-8859-1

The LDraw 1.0.0 specification has been updated (...) (14 years ago, 30-Apr-11, to lugnet.cad, lugnet.announce, FTX)
