In order to submit to the LDraw.org Parts Tracker, you need to email the
administrators and ask for those account privileges to be activated. Follow the
instructions underneath the 'Submit New Parts' header on this page:
http://www.ldraw.org/library/tracker/

Your request wasn't super-specific. If this wasn't what you were asking about,
please describe what you were asking further. In general, it helps if you add a
bit more context to your posts, using exact terms of what you want to do;
'Submit new parts to the Parts Tracker' instead of 'register as an LDraw
member.' The latter could mean a few different things, especially right now as
Steering Committee elections are starting in a week.
