Armless minifigs -- TLC Consumer Affairs policy?

As a result of my own small FOTW, I've suddenly come up with
the need to know about fixing armless minifigs.  I got a goodly
pile of 1970s-80s era figs in multiple themes from a thrift shop,
but some of them are armless and/or handless.  I was more than
happy with the buy anyway for the figs that were completely intact,
but I'd sure like to restore the maimed ones.

I recalled that TLC Consumer Affairs did something along those lines,
so I called them up.  What I was told today was that they don't provide
arms and/or hands separate from figs.  Instead, if I send in my damaged
torsos, they would replace the whole torso, but of course, ONLY if they
still have it in stock.  Otherwise they would provide a "Closest possible"
replacement.  Obviously, that's not what I want to do with some old
space, pirates, etc. guys -- I just want to repair the ones I've got.

So the quesiton is -- Was this always the CA policy, or did they actually
repair figs from older themes in the past?

If it's the only answer, I suppose that I'll have to vandalize some
newer, less valuable figs, to repair these old guys, but I'd like to
know if there are other options.  Hey, I'm trying to DECREASE the number
of maimed minifigs in the universe!
