Can anyone tell I am trying to avoid work today?
I have made some modifications of minifigs.

I used:
*An exacto knife to scrape off paint, both LEGO provided paint and my own. Also
can be used to cut elements and yourself if you are not careful. exacto knife
cuts are cool becasue you can see the split in your skin before blood begins to
well up, they are so sharp.
*Normal acrylic paint to paint big areas. Acrylic markers and a fine brush to
paint detail. My hands are very steady so do this at your discretion.
*A .05 Micron black pen for detail work (you will be amazed how fine this is).
*A hot lamp to dry the paint for 24 hours.
Generally, this will suffice for simple mods. Craigo-Lego is a great source of
info for this.

He use these "mythical" Marvy markers to do his work. In talking with him, he
says that he has the same problems I encountered though, which is paint coming
off surfaces that rub.
For instance, under the arms of a minifig the paint will wear off. Also, the
hands will wear off as will paint right under the head if you turn the head and
it is tight. The problem is the exacting standard of LEGO contruction. these
bricks are SO precise, even a tiny layer of paint will throw off the action of
two bricks rubbing together. So, my advice is to NOt paint the side of the
torso, the side of the arm that rubs the torso, or anywhere else two elements
will rub together. Look at where LEGO puts detail. The front of the fig, the
back, the face, the front of the legs, but never the hands or arms or side of
the torso.
