These mysterious minifigs now make a brief appearance in the LEGO magazine for
November 2003, on the cover and on the "Building Challenge" page.  They are now
named "Sandy Moondust" (female) and "Biff Starling" (male).

Follow the link from the inside page to
http://redrovergoestomars.org/astrobots/meet.html and it they turn out to be
tied into The Planetary Society's "Red Rover" project.  Apparently, the names
were chosen from a contest for kids run by The Planetary Society.

Will we see Biff and Sandy in some future set?  Who knows?

I don't have these minifigs, and would sure like to.
