Almost, I've found out this correction all by myself:

It's not from set #6740 (Lego Island Xtreme Tower) as Dave suggested, but
it's somewhere in the 9V Train theme. The head belongs to a "Railway
Employee 6" minifig. Because www.Peeron.com has been timing out all evening,
I can't tell from what set exactly.

| Final update now www.Peeron.com has been available for a breef moment again: "Railway Employee 6", sole bearer of minifig head 118.jpg: (...) 4561, but without adaptor and speed regulator) "Railway Employee 6" is also available from several sellers (...) (22 years ago, 24-Mar-03, to lugnet.build.minifigs)
