I don't see any military strategy here. :-)
First the rail lines need to be cut to
prevent travel in and out of the city.
Second, you need to do long range bombardment of
strategic infrastructure targets using artillery rockets.
Then you deliver your ultimatum to the demoralized populace,
preferably something that they will refuse to comply with
since you are going to attack them regardless.
Finally you execute a pincer movement and take the city
in a lightning attack. Your mecha forces rejoin in the devastated
city center to loot, pillage and barbeque, woo hoo.
