Using Photoshop (a very old version too): 1)draw a very light blue line about 10 pixels thick 2)use smudge (finger) tool set to "Lighten Only" and 75% pressure. 3)smudge outward from the line, like making little light streaks at about 45 (...) (23 years ago, 1-Jun-01, to lugnet.build.mecha, lugnet.publish)
