the model must be Pre-SWLego!?

No, I would say keep the 'Best never built before' category, to encourage
people to make new models. The Pre-SWL idea was simply for people who don't
have a large collection of the new models, or who (like me) want to keep them
as collectibles and not mix them with older lego.
Also, how about a category for 'Best Technical Model'; not strictly models
made from Lego Technic, but ones with working features such as retractable
landing gear or motorised hatches or weapons? (I'm angling for something
where my WALKING AT-AT will stand a good chance, you see).
The problem we have in Europe is that we can't get the service packs which are
available in the USA and Canada, so we can't obtain tons of grey bricks for
Star Wars models. I'm in favour of anything that redresses that balance
really, but you can't be too mean because some of them are fantastic models.
And they have all the best lawyers... ;-)
