You’re not the first to ask; I’ll be posting a couple of examples to clarify things.

The answer is that I’ll be counting minifig parts the way LEGO does in their sets. A “naked” figure would be three parts - legs, torso, head. Hats, weapons, etc, would all be extra a a per-part cost. And, yes, those parts count towards the 50 part total.

Please note, however, that you don’t have to build at mini-fig scale. If you want to try your hand at a microscale Steampunk vehicle, go for it. Any scale is fine, provided you stick to that 50 part limit.
