If he allowed the images to be sourced from other WWW sites, then the following
problems could arise:
1) offensive images
2) people changing their images during the voting period
3) availability of the images for voting (some WWW hosters suspend sites that
get too much traffic, and he would get all the broken link complaints)
Admittedly, images on brickshelf don't have problems 1) and 3) and changing
folders makes them unavailable for a period (a disincentive to the submitter to
change images), so arguably images sourced from bricklink could be deemed an
acceptable alternative, but images from random sites would not be.

Well, I presume that if people use his upload-option, then he avoids having to
do that work himself. If so, it seems only fair that people use that option
unless it is absolutely impossible for them (can't think of a reason why that
might be so, but there is always some weird ISP with strange rules out there).
