That's Sebulba from the Star Wars pod-racing set.

I had always thought of this as a useless part and was debating on throwing
it out, but it makes a nice "gargoyle" statue for a building!

There is a piece I can't identify at the moment: the
"sculpture" between the two lances on the round ufo part.
Can you tell me which piece it is?
