It is my belief that this formerly was common practice as the 1x1 round
plate was just about the smallest part TLG made other than flowers which
also came that way. I have seen this done in several older sets that I
was lucky enough to get new. I can't say which ones for sure, though. I
seem to recall it as more common on the transparent than non transparent
parts.
Note that when this was done, there was not an extra 1x1 round supplied,
as the combination of two plus a "sprue" (1) was of enough mass to not
require the "extra part" technique used now. (see past discussion on how
the bags are filled... it's a weight driven process)
1 - sprue is the technical term for the little plastic blob.

| A couple of days ago I picked up an old central station - the yellow one with a black roof. I think it was set no. 4554. (don't ask me how - I assume the shop must have dug it out of a stock room and I was lucky enough to be the first person to (...) (25 years ago, 9-Feb-99, to lugnet.trains)
