More precisely though it is whatever scale you want it to be.

| (...) Less enigmatically -- this question comes up all the time. The thing is, Lego people aren't to any human scale, so it's hard (and even silly) to make anything else match that. The best way is to scale things so they look right. (24 years ago, 27-Sep-00, to lugnet.build)
