Hi Rex,
I have built many sky-scrapers.
You can see them here:
http://members.home.net/bhamilto1/lego.htm
I tend to use as much "glass" (windows) as possible. This saves on bricks
and makes the structure much lighter. The light weight limits the amount of
structural stress on the building, further lessening the amount of bricks
you need to use (often a lot of the bricks used in LEGO models is unseen -
it is needed to strengthen the inside!)
The trick is getting enough windows. Both DACTA and LEGO have parts packs
with lots of windows. The LEGO one is about $6 and contains various
different kinds of windows. If you got about 4 or 5 of these packs, you
would have enough for a reasonable sky-scraper. The DACTA one is more
expensive, but has a LOT of windows!
A great source of the 3-paneled windows is the current train station set
(4556). It has 7 or 8 of these and is fairly reasonable at around $45. You
can get it through LEGO Shop-at-Home.
Hope that helps,
Brad
