I saw one "October 1999" silver brick used as the cornerstone.  Which
brings me to an OT question: where did these bricks come from?  I saw
people posting about "October" and "November" bricks, but I never saw
where they were getting them or how they heard about them.

They came from the LEGO outlets that opened in October (Georgia) and November
(Virginia).  I assume that the brick was grey and not silver..At the LEGO
outlet in GA they had all of the basic colors (including grey).
