Four new rigs at Sixby Fire Tech

I've added four new apparatus to the Sixby Fire Tech lineup. I've
added a 4 man pumper, 5 man tiller, a 2 man brush truck, and a 2 man
mini-pumper that carries the same equipment as a full size pumper
while only being 18 studs long. All of these rigs seat their entire
compliment of firefighters in fully enclosed cabs.

I've designated this new series of rigs the Apex Series. All of them
are built on conventional, engine foward, chassis.
