Yeah, minifigs are proportioned very well for making Megaman characters. By
little brother and I made some Megaman characters a few months ago, but we
didn't get into painting or customizing beyond making a yellow scarf for Proto
Man.
My favorite was Wood Man. We gave him a barrel for his chest.
