Have you considered hooking it up to an RCX or NXT to alarm when the roll is
getting empty? You could use a rotation sensor...

A light sensor placed very close to the cardboard of the roll would work better
wouldn’t it?
and an arm connected to a touch sensor that would trigger when the arm moved
down just enough would work better :p
