Try epoxy resin.  It is a 2-part glue found at almoast any hardware store. It
should do the trick.

Most LEDs are slightly tapered. Are you using a T 1 3/4" (5mm), or a T1 (3mm)
LED?  Have you tried drilling a hole slighly smaller than the LED, and then
forcing it into the hole and relying on friction to hold it in place?
