A couple traffic lights on all three sides would work fine. Assume the three
sides are A, B and C (counter-clockwise), and you had lights before the Y (1)
and at the stop sign (2).
During Rush hour and peak times (as determined by a traffic flow sensor on each
side of the Y) each side gets the solid green (1 and 2) while the other two
sides are red.
During off peak A1, B1 and C1 lights are green allowing A to B, B to C and C to
A as well as A1 to A2, B1 to B2 and C1 to C2. Pressure plates at A2, B2 and C2
would allow traffic flow from those points as needed, blocking the appropriate
(1) lights, i.e. When A2 is green, B1 and C1 are red.
To improve flow, there could also be right turn green arrows at A1, B1 and C1.
If A2 is green, then B1 is red but C1 is red for left and green for right.
