Yes, they are pullies.  They most likely have a Technic spacer between
them, and it would probably work just fine for making custom rims.  As for
the playability of that particular model, I don't care, it LOOKS cool ;-)

Now if I could only get ALL those parts in green (and PURPLE!)

But while the design is indeed very nice, I fear that it may not be too
playable.  The rear wheel appears to be fixed, and I can't see that the
rear suspension is secured in any way, but I may be wrong.
