This is still not the "final product", I just connected my slightly rebuilt church to the park. There are some odd-color pieces I will change. (Mosty fences.) I was bored yesterday, and decided to finally put my recent clearance purchase (set #6163) from Target to use, making a (small 16x16) Eric Cartman Mosaic: (2 URLs) All the pieces (except the tan pieces) are from the 6163 set. Unfortunately, I'm no programmer, but I think that it would be possible to perform the calculations you describe in a spreadsheet, if provided with the RGB values for each pixel in the image.
