Germany sure didn't show any hesitation to use their vastly supperior army in WWII, nor did the Romans hesitate to us theirs, or the British durring colonial expansion etc. (...) I agree 110% with James! Look at the Cold War for example, both the U.S.A. and U.S.S.R. had enough nuclear weapons to annihilate the world, but did they?
