Just about any university library should be able to transact an ILL,
but you may have to be a member of the university's "community" e.g.
student, faculty, library-card-carrying alumnus, etc.  Public
libraries can do this too.  Check out
<URL:http://www.slpl.lib.mo.us/using/ill.htm>, assuming that the "St.
Louis" in your Organization header refers to the city in Missouri.
