The iridescent cloth will fit over a minifig neck (I just tried it).
But it has a bulge behind because of the way they have gathered the fabric.
So it makes a minifig look a bit like a hunchback, or like the minifig is
facing a strong breeze, it's sort of the correct size though.
The hole over the neck is pretty tight, because a jewel is meant to go through
it, not a neck.

Set 5824 is a good set for parts as well.
