BrickFest PDX 2004 Tell-a-Joke Animation Competition

The BrickFest PDX Tell-a-Joke Animation Competition will involve the animation
of a joke or one-liner. The joke should be appropriate to all audiences. The
jokes need not be original and may be taken from joke books or other sources.

The Use of Lego Elements

The use of Lego Elements is required unless the animation is based upon
computer-generated graphics. Animators may use non-Lego elements in their video
provided that such use does not represent the majority of elements used during
the production of the animation. Any competition entry found not to be using
Lego Elements or using principally other non-Lego Elements will be disqualified
from the competition. In computer-generated animations, only the depiction of
Lego Elements will be allowed. Where appropriate, non-Lego Elements maybe used
in computer-generated video as long as there use is a purpose for their use in
the animation.

Copyright

All animation entries must comply fully with all copyright laws. Essentially
this means that no entry may use copyrighted material in the production of their
video without the written consent of the copyright holder. This goes for audio,
video, graphics and musical elements that may be incorporated into your
animation. Upon submitting your animation, any and all written permission
statements must be sent along with the entry form and the video entry. Any
competition entry not compliant with copyright law will be disqualified from the
competition.

The Animation Committee advises all participants to create an original work
creating their own audio, video, graphics, and music tracks. The Animation
Committee will aid interested individuals with finding resources for copyright
free material upon request.

Duration

Each competition entry must last no longer than 1 minute (60 seconds). Credits
must fall after the 1 minute time limit and should not last longer than 30
seconds. Any competition entry exceeding the time limit will have their entry
cut-off at the 1:30 minute time limit. Extended play versions of an animation
entry, those lasting longer than 1:30 minute, will be included on the DVD (see
the BrickFest PDX Animation Competition DVD section).

Format Options

All animations submitted for this competition must comply with one of the format
options stated below. Any entry not in compliance or any animator that does not
communicate by the 15th of November an alternative submission format will result
in that entry being disqualified from the competition.

Option One - VHS
Entries may be submitted on VHS in the NTSC format. The video image is expected
to fill the screen in 4:3 or 16:9 (letterbox) resolution.

Option Two - mini-DV
Entries may be submitted on mini-DV in the NTSC Format. The video image is
expected to fill the screen in 4:3 or 16:9 (letterbox) resolution.

Option Three - QuickTime/CD-Rom
Entries may be submitted on CD-Rom in the QuickTime (MOV) format. The video must
be formatted to 640x480 or 720x480 screen resolution. The video resolution maybe
in the 16:9 television dimension, but the resolution must be at least 720 in the
horizontal dimension.

Option Four - AVI/CD-Rom
Entries may be submitted on CD-Rom in the AVI or Windows Media file format. The
video must be formatted to 640x480 or 720x480 screen resolution. The video
resolution maybe in the 16:9 television dimension, but the resolution must be at
least 720 in the horizontal dimension.

Option Five - MPEG/DVD or CD-Rom
Entries may be submitted on DVD-Rom or CD-Rom (Video CD) format. The video
format needs to be in the NTSC video standard unless otherwise pre-arranged with
the Animation Committee. The video must be formatted to 640x480 or 720x480
screen resolution. The video resolution maybe in the 16:9 television dimension,
but the resolution must be at least 720 in the horizontal dimension. The MPEG2
compression is preferred but the Animation Committee will accept MPEG1.

Note: Streaming media is not allowed. Be certain not to encode your video for
streaming in QuickTime Stream, Real Media Stream, or Windows Media File
Streaming.

Any entry received that cannot be converted by the Animation Committee into a
format used in public display, videotape or DVD, and cannot be included on the
BrickFest PDX Animation Competition DVD, will be disqualified from the
competition. The Animation Committee and the BrickFest PDX 2004 Organizing
Committee cannot be held responsible for failure to comply with the submission
format policy or the inability for personal computer equipment from converting
your files to a public format.

BrickFest PDX Animation Competition DVD

The Animation Committee will be placing all competition entries on a single DVD
that will be playable in a television DVD player and computer-based DVD drive.
The Animation Competition entry form will include a form granting the Animation
Committee limited distribution rights to your original animation. Limited
distribution means that the BrickFest PDX 2004 Organizers and the Animation
Committee will distribute your animation entry on a BrickFest PDX 2004 DVD for a
limited period of time as defined in the entry form. The creator or creators of
the animation entry will retain the copyright on the animation entry throughout
the distribution of the DVD, but animation entries will be limited by agreement
from distributing their animation during this brief period.

The DVD will be available for purchase and ordering at the time of the
convention. The cost of the DVD will be nominal covering the cost of production
and competition prizes. Although the price of the DVD is yet to be set, it is
expected that the price of the DVD will not exceed $10.00 per unit and not be
priced below $5.00 per unit. The cost will be set at a level sufficient to
recover the cost of production and delivery. All animation entries will receive
one DVD with their entry with an option to purchase more at a reduced price.

It will be required that all participants in the BrickFest PDX Tell-a-Joke
Animation Competition sign the form granting limited distribution rights. Any
entry NOT accompanied by this permission form, will be disqualified from the
competition.

Deadline

The deadline will be January 21st, 2004.

Disqualification

Any entry that does not follow the rules stated in this notification or in the
official rules document, will be disqualified from the competition.
Disqualification means that the video will not be shown at the public viewing,
will not be included on the BrickFest PDX Animation Competition DVD, and will
not be considered for the competition awards. Entries cannot be returned.

Official Rules

Official rules will be posted in the near future but enough detail is provided
here in order to get animators started. From the date of this posting animators
have 4 months.
